Can I setup the firewall in XP so that a particular user can only visit sites that I have listed??? If so, please explain how.

Go to tools > internet options
go to the security tab click on restricted sites
click on sites and add the site you want to ban http://staticnine.com for example.

if they are more than a 7 year old.. they will know how to get around that. my 8 year old son can disable that as needed. unless you are operating that account with lowered privledges or inside of a domain security controlled network... your best bet is to purchase a hardware firewall. you can pick up a router/firewall at just about any local electronics place (best buy for example) nowadays for around $50. do some research... most will allow parental controls to be set excluding certain sites, or even certain sites between certain hours.
